That's the same issue currently I'm facing in my s23. Don't know why the update stuck after July 2025 Google Play System Update. Hope Samsung address this issue and fix in next security patch.
I was facing the same issue in my s23 when i installed Ui 8 beta today. It wasn't even opening properly but after some time it work good like before. Ig you should wait a little while, may be it works then.
