If u taking photos in 4:3 ratio that's the actual full resolution 12mp photo and digital zoom always looses quality over optical zoom you can try taking pics in 3x zoom and see the quality rather zooming digitally from 1x.

+1 for carrier aggregation, This is a serious issue which needs to get fixed asap
