Note 10 plus series in India has not received updates for September security patch and OneUI 2.5 software upgrades.When are we expected to receive updates ?

When I zoom in my camera my phone makes a loud buzzing sound out the top of it. The photo or screen becomes very fuzzy like it’s being vibrated.What is the solution for this ?Galaxy note 9 and model SM -N960F
