Whenever I switch the video resolution to 2160p, the video automatically shifts to 480p. I have cleared the data of YouTube and also updated it, but the problem persists. Model is S24 ultra

Youtube downscales resolution to default as it cannot upscale a low resolution video to 2 or 4K nor your phone. Best is to set the video quality to auto and let youtube figure out the best resolution without buffering.

But it is not upscaling. The same video is working fine on my OnePlus Nord CE 3.

Similar thing happened to my dad's A52s couple of years back, prime and Netflix were able to play at best quality but youtube was stuck at 480p. I unistalled the app, restarted the phone, cleaned phone's cache but nothing worked. But then two days later everything started working properly, it was a youtube bug. Try opening YouTube on the phone browser and check if things are better there.
