That is the worldwide release of the update. It will take time to reach your region. The one UI 3.0 UPDATE has already been rolled out for s10 device. I know this because I updated my family memebers phone last week.

the issue is that I have seen many people receive it however I haven't.. I'm not too concerned about the new features. I just want it for the security patch as mine is still from December.

Actually still, the next Android On UI 3.0 update hasn’t been released yet for S10+ devices as it depends on the device software and hardware limitations. Hence, you will receive an automatic update notice if it is supported.
