For sending to a contact, go to your gallery, select the picture you wish to send and choose the sharing option, at the top left corner, there are options, click on it and it will take you to, 'automatically convert images and videos' and you turn that on. Go back and then select Whatsapp and send to your chosen contact.
As for uploading on WhatsApp status, go to WhatsApp settings and select storage and data, navigate to media upload and change the quality to HD.
For uploading a Pic or video, you go back to your gallery, and follow the same steps you just did for sending to a contact, and proceed to share it to anyone, it could even be yourself on WhatsApp, then go to your WhatsApp and upload it from there.
The option he is referring to is under whatsapp settings, not under status settings. However it doesn't help fix the problem. That HD option is only for photos sent over chats.
