Any Galaxy Note 9 Users facing this issue, while scrolling up or down black horizantal lines appears,

Any idea how to fix this issue?

screen has nothing to do with this.its just a minor bug

which app creates this issue? Go to that app settings and clear cache. OR does it happen in every screen.
