Galaxy MGo to settings >> Connections>> Mobile Networks >> Tap Your SIM 1 or SIM 2 >> Select LTE only.
That's it now you sim will only receive LTE signals and high data speed

Galaxy M"LTE only" option is not there....in one UI 3.0 beta also....
and what @PRITom9085 has told, exackly same problem still remains after one UI 3.0 Beta update...in M31.

Galaxy MI have same problem when I firstly purchased M21.
but now internet speed is pretty good.
