Your phone's software version is from United Arab Emirates. Are you in South Africa? The only reason you get updates is because the phone is not from South Africa.
Where did you purchase your phone? Can you share your phone software information. It doesnt seem like Samsung is going to do anything about this. Attached is my software info. I have also not received any updates.
