Does anyone know what's the use of this screen that inadvertently comes up when the phone is locked? Is there a shortcut that brings this up?

For reasons unknown to mankind (pun intended) I don't want to sync my notes with the cloud. This dialog isn't happy with my decision and keeps on re-appearing every single time the Notes app is opened. Is there a way to permanently turn it off?
