Notes app - Stubborn dialog window

For reasons unknown to mankind (pun intended) I don't want to sync my notes with the cloud. This dialog isn't happy with my decision and keeps on re-appearing every single time the Notes app is opened. Is there a way to permanently turn it off?

We can mute notifications but don't know if we can mute pop ups, you need to dive deeper into the app info settings.
