What happens when an app uses battery in background? And what happens when it does not?

it affects battery life (standby time), u must switch on power mode or adaptive battery mode to save battery life.

yes.. it does.app is put to sleep and may also skip notifications uless manually checked

battery drain and slower performance (part of the RAM is alwsys occupied due to background app) in the short term, and reduced overall battery health in the long term. also, check whats the app doing? if it's contunously reading your location, then extra drain for GPS

it depend on app only how it had made...background battery usage only works when app is in use...

If any app is running on background then it consumes the battery charge and if it doesn't runs in background then the battery charge is preserved.

Stopping Background battery usage- Will put the app in sleep unless you are using it, it will also save your battery cus of Background usage. For example if you stopped Background usage of Internet explorer and you try to download a big file, you have to keep it open, if you switched to another app or locked ur phone download will stop/pause.

If you allow Background usage- Opposite of everything I said above.
