Galaxy Ssince my one drive storage is nearly full.
i have register a new one.
i have tried twice to 1)delete my old account in "setting-account -remove" 2)login the new one drive account
but it resume to old account few hours later
What can i do?

It's connected to your Samsung account login. Changing the login in one drive won't help.
