I have using Samsung Galaxy s21 

and Samsung release there one ui 7 update on December 

and my phone is still running September security page update 

when did I get my one ui7 update

 what should I do?

Download the smart switch on your laptop then connect your phone to the laptop and connect it with the smart switch application a pop-up will update your phone

But you should original Samsung cable
