Small bug or problem with Vpn

Helo does anyone face with issue 

I put my all apps in wifi only so that apps wont use mobile data ,only apps which i need to be used both mobile data and wifi is working when i turn on my vpn .. so basically if i turn on my vpn apps which are allowed to work with wifi and data only working not others 

You can find in the setting section

ALLOWED NETWORKS FOR THE APPS

WIFI ONLY 

MOBILE DATA ONLY

MOBILE DATA AND WIFI 

 turning vpn on then only mobile data and wifi apps are working not others 

Hope i am clear with the issue

And i have chnaged the vpns also same problem
