Galaxy SFor some reason, and it seems to have happened randomly the past week or so, my Bixby Routines have been disabled and I am unable to enable them.
When I try to edit them and save, it gives an error: "Set required details to save this routine". Nothing is flagged, it's not telling what detail is required https://9apps.ooo/, and it worked a couple days ago.
Any ideas? None of my routines work now. Anyone else have this issue?

Hope you've solved this in no time and that it stayed solved ever since.
I'm leaving this reply for those who find themselves dealing with this issue, since I saw not a great deal of instances of this, let alone answers and solutions, after a quick Google search.
I just had this issue with a Galaxy A52s (One UI 4.1, August 2022 patch) with the latest Bixby Routines version.
A phone restart didn't do it. A force stop of the app didn't do it. A Clear cache + Force stop didn't work either.
What apparently ended up solving the issue was creating a new random routine. I created a manually-started routine for turning off Wi-Fi, and after that, I was able to manage all my other routines again. No need to run the new routine and, of course, you can delete the new routine then, if it's no good use.
I hope this can help someone in need before having to reinstall Routines and create each routine again (or having to deal with half-baked backups with Good Lock's Routines+), which is an inconvenience, to say the least.
