for your kind information stock android also need refinement and optimisation. and for delivering stock android Samsung don't need to buy anything it's just need agreement and approval from Google. Google and Samsung can work closely to provide better software ecosystem as Samsung is one of the biggest android player.

I think the logic got over your head mate. Nobody needs agreements and approvals from Google to use Android in their devices, it's an open source platform. You need approvals only for using Google play services. Also Samsung is one of the active contributors in Open Handset Alliance, so they have already been working "closely" with Google on Android. Anyway, goodluck expecting Samsung to ditch their ecosystem and release phones running on AOSP while Google continues to encroach upon Samsung's hardware presence with Pixel phones
