An exact date and time? They're not booking flights or selling cruise holidays. This is coding. No matter how good a developer you are, you always have bugs in your code. And the trickiest part is isolating those bugs and eradicating them. That's why you have "beta" test phases. All of that takes time. You can only give an estimate timeline; you can never pinpoint a precise date or time.
