I purchased a note 9 a year ago and the vendor assured me that it will work once I get back to my homeland. I used the cellphone in India and now I'm in Egypt and it's giving me this message " SIM network PIN blocked. Enter SIM network PUK." What should I do to make the local sim card works?

it won't work, because each sim has its unique identification number given by network operator according to local country range, as soon as you change country you have to buy new sim from that country operator.
