Galaxy Note1. Make sure that the latest update patch is installed.
2. Delete already captured fingerprints and res can your finger prints.
3. Remove screen protector, if any and use a branded screen protector like Ringke Screen Protector.
I have a S10 Plus and a Note 10 Plus in the family. Fingerprint works flawlessly and fine. Incase the above steps do not solve problem, then it is most likely a hardware problem and the phone should be taken to Samsung Service Centre for the same.
PS: I doubt that updating to Android 10 Beta will fix the issue. On the contrary, since Android 10 is in Beta testing stage, the chances of malfunctioning is much higher than the stable Android 9.0 Pie OS.
