I have two sim cards and I have kept the settings to ask which sim to use for calling. When I dial a number it takes around 5-7 seconds to pop up the window to select the sim to dial.
Clear the cache of phone app or you can set window animation scale to .5x by going developer option. If your phone doesn't have developer setting, go to About phone > Software information and 7 time tap on 'Build number' option now developer option added to main settings after About phone.
