Note 10+ Turns on when i Put it on 25W charger. Is it some issue or Normal? Or how i can fix it?

When my fone is off it doesn't charge, is it normal?? Or is there any hidden settings???

I receive Whatsapp , youtube, gmail, facebook etc notifications delayed. Mostly i receive them when i open the app , i have turned all settings on/off but still its not better. Is there any solution to getting notification quickly ? 

Is there any shade solution for note 10 plus?? I m seeing minor shade on screen!

My android is 7.0 but mostly of icons are not updated. Can i update that icons to newer s8 icons?
