You can remove Digilocker from the quick access tab. Swipe down in the quick access screen to line up the cards vertically. The "edit quick access" option will appear at the bottom of the screen....
Nobody decides it. I assume the sending device tries to do a RCS handshake or lookup. If successful you can send a RCS message. Other it goes as a SMS.
