There should be a clear button indicating whether I'm sending a Chat Message or a SMS. Currently the Messages App shows an indication in the box where we type a message. But this is not good enough as the indication disappears as quickly as we start typing. There should be clear text indicating what we are sending at the time of sending. Not just colour changes but clear text. Google Messages does a great job at this.
Note: I made the mistake of submitting this to Samsung's support directly. And they asked me to send a 15 minute video highlighting the issue along with error logs. Hopefully someone significantly more intelligent at Samsung will see this and take the feedback back to their dev team.
Nobody decides it. I assume the sending device tries to do a RCS handshake or lookup. If successful you can send a RCS message. Other it goes as a SMS.
