There are a few things you should be aware of.

1. To register/activate samsung Pay / Wallet in the UAE, the phone should be the UAE model.
2. Pay/Wallet app should be up to date.
3. The phone should have the PIN unlock method set up.

To add the card, issuing bank should support.

In your case, since S23 upgraded to One UI 6.1, it is possible that the Pay/Wallet app may need an update to support the new OS on S23.

In settings/about screen, it should say United Arab Emirates or UAE TDRA.

If it is, then Samsung is yet to update Wallet/Pay app in UAE to support S23 on One UI 6.1 for new installs / registrations.

How do I know it's a UAE phone? Because I purchased it online.

Check the settings/about screen. It should say United Arab Emirates with TRA ID.
