No only flagships and some selected A series models are eligible for 3 OS updates.
Read the first line again, that list is for devices that will get 4 years of security patch updates.............

Yes you are right at that but wrong at the point that ALL devices will get 3 OS updates.

Only flagships and some selected A series models will get 3 major OS updates, and the rest of the devices will get 2 major OS updates.
