Galaxy SI suggest you remove samsung shop and start again...use only the pre order sim in slot 1.
if nothing works you can try a hard reset and start again with only 1 sim (pre booking sim).
login into the Samsung shop with your Samsung account credentials only...
i did redeem the buds last year as well as they were for 2999 with S10 it was much easier then as it worked in the first attempt. This time way too much drama...

Galaxy Sanyways a hard reset would be the resore to factory defaults option where you will lose all your data so run a backup and maybe try a hatd reset....or else keep your fingers crossed & wait for Samsung to come up with a solution for you....
