Along with Handset it is also Operator Based too... Presently it is available with Jio & Airtel in Most of the Location in India, but not with Vodafone/Idea/Bsnl etc...So also check in this way too...

Then do one thing insert Jio Sim to your handset and check if it is visible there or not...

From being devices built just for communication to become the central driving force of human interaction – mobile phones have come a long way. One of the more advanced features of the modern day cellular device is Wi-Fi calling, which enables you to enjoy high-definition call audio even on a spotty network connection.
Since the Galaxy S9 is the epitome of what modern smartphones can do, it naturally comes equipped with the Wi-Fi calling feature. However, the feature is not enabled by default, so you need to do just a little digging to get this useful nugget enabled on your device
From the home screen of your Galaxy S9 or Galaxy S9 Plus, open the Phone app.Press the three-dot menu icon on the top-right corner of the screen and open the Settings option.Scroll down to find the Wi-Fi Calling option on the screen and enable it.
Another method to enable Wi-Fi calling on your Galaxy S9:
If you can’t find the Wi-Fi Calling feature under this menu, you need to try looking it up in the main Settings of the device.
From the home screen of your Galaxy S9, head over the Settings app.Navigate to Connections – Advanced calling and scroll down to find Wi-Fi Calling.Press the toggle switch right next to it to enable the Wi-Fi Calling feature
You can even use the Search bar at the very top of the Settings menu screen to search for Wi-Fi calling. Remember, the feature is specific to your network carrier and in some cases, can be restricted based on your geographical region or data plan.
