Wake up screen for notifications

Can anyone tell how to enable screen wake-up after a notification appears like the default messaging app. For some reason there's no support for third party apps. Can someone help me in this?

yes same issue the device after android 9 it is not allowing other app to wake screen up when notifications arrive
