Same issue i am facing sometimes, not always. Seems to be a hardware issue then, let's see what happens next.

It's only better if you take pics while keeping phone camera exactly parallel to paper with lot of distance. On expert raw it's better but one photo for 80+mb?? Can't do that.
Otherwise it's blurry always that's not the case with my A52s,s22+

So, it's device specific because as you said, this issue is not there in A52s and s21fe.

This blur issue is associated with many S23 series users. S23 and plus.

This is called fringing. Big sensors fringe closeup shots. It cannot be corrected with software update. This is how a big sensor is supposed to work. Use small sensor with small aperture and and narrow focal length and youll get an unfringed image.
