My s21 is not getting security updates . Is it over ??

I see you're using an USA device but still it has July Update on samfw server. I'll suggest you go to the service centre for the update or you can manually switch to local firmware if you're technically sound regarding the process.

If i download from samfw will there be any problem with my device

Make sure you're downloading the correct file(DO NOT flash Indian or other firmware as USA has different network bands flashing other file might break network connectivity)given the fact that the USA has many CSC, incorrect file flashing might brick your device or in worst case kill it.

I'll suggest you to watch few YouTube videos before you proceed and also backup your phone through Smartswitch PC software. Also you need Odin to flash the file.
