I took a night mode shot on my Note20 ultra and S21 ultra (with latest june update) and here
are the result. My note produced a brighter and better image. is there something wrong w/my S21 ultra?

There is nothing wrong about your device. AI will check whether the device is stable(moving or shaking) before fixing the shutter speed for night mode shots. May be S21 have choosen a smaller shutter speed because of some movement in the device. Try stabilizing both the devices using a tripode and compare those images.

Yeah, I thought I was the only one. Hopefully, an update can fix this issue on exynos version
