Galaxy Seven you do set 120hz screen refresh rate if app is not compatible than it will automatically switch to 60hz
apart from this resolution is depand upon the network and your settings thats another fact
even though you have 4K resolution your screen refresh rate will switch to 60hz rate

Galaxy SHi there,
Please perform the following steps to resolve the issue:
1- Kindly once check the internet connection (mobile data or Wi-Fi), it should be strong.
2- Open YouTube > play video > tap on 3 dots > set video resolution.
3- Settings > display > Check for the refresh rate and set 120Hz
For further assistance, register your concern in Samsung Members Application (Open Samsung Members Application > click on “+“icon > send feedback > error report/ask questions).
