As per your query, we would request you to please follow the below-given steps for using effect on video calls on your device.
Path: Settings> Advanced features> Video call effects> Enable video call effects> You will see several preset background colours that you can select for video calls> To use a custom background image tap on the plus(+) icon> select the desired image from the gallery> tap on done> background image has been changed successfully.
Also, you get the turn-off/ on option, when you are on a video call and you can see an option in the top left corner in the notification panel.
If you still can't find the option, kindly try after updating your device software once.
