Why can't we take portraits with a 10x lens? Is there any option or third-party app to take portraits with a 10x lens?

It's not given cause portraits are only used to click single person / thing which is not far away from the lens.

Click photo in normal 10x lens then from gallery apply portrait effect
As simple as that
