You have to change your CSC code to INS or any other code which supports call recording.

NB: changing csc will result in not receiving OTA updates and may also lead to data wipe

If willing to take a risk of voiding warranty and tripping knox, you can change the CSC to Indian firmware. There are many tutorials on Youtube about how to do it.

S24 UAE version clearly change to INS by SamFw tool call recording ok no wipe data ,the device csc change automatically reboot no issues 😊
