Galaxy SDownload and use a third-party call recorder from the play store.
Change the CSC code of your device to INS. It's a bit complicated process.
Lastly, visit your nearest Samsung service center and ask them for solutions. They'll most probably change the CSC code of your device or provide some other solutions.
Mention that you bought your phone from another country to them.

Please perform the below-mentioned troubleshooting steps, these may help in resolving your concern.
Please Note:
• This feature does not work in ""Wi-Fi calling"".
• This feature may not be available in all Samsung Galaxy smartphones.
• Steps and Images may vary based on the OS or availability of feature.
There are two easy ways to record calls on your Samsung Galaxy smartphone.
Method 1:
Please follow the given below steps to record calls automatically:
Phone app > Three dots > Settings > Record calls > Auto record calls > Enable
You can choose preferred option from the following:
• All calls.
• Calls with unsaved numbers.
• Calls with specific numbers.
Method 2:
Please follow the given below steps to record calls manually:
Ongoing Call screen > Three dots > Record call.
How to view Recorded Calls:
Phone app > Three dots > Settings > Record calls > Recorded calls.
If call recording feature does not work, follow these given tips:
Note: If you are using Wi-Fi calling, then you won't be able to record any calls.
1: Perform ‘Reset app preferences’
Go to Settings > Apps > Three dots > Reset app preferences > Reset.
2: Restart the device.
3: Reset the settings:
Go to Settings > Settings > General Management > Reset > Reset all settings > Reset settings.
4. Update software:
Go to Settings > Software update > Download and install > Checking for software update > Software update available > Tap on Download > Downloading updates > Tap on Install now.
Note: Your phone will restart after the update is installed.
