Galaxy S1. Unlock your phone with PIN or Password.
2. Press and hold the power button until you see the power menu
3. Long press on the red power of icon for 3 seconds
4. You will see an option safe mode. Select safe mode and your phone will reboot into safe mode.
After you phone boots up check if you can enable the face recognition option.
Using a corporate email can also cause this issue.

Galaxy SIt is because you have other security lock enabled like the fingerprint on pattern. Disable or delete them and select face recognition.
