Only option for you is to root and boycott Google service's which I assume most people can't so live with it.

The problem is not that it is consuming but it is that the consumption is more it should be less than 1 percent

Yes I checked mine and for 14.5 hour's of usage my consumed 0.6% but other things are different then yours, maybe your dependence on Google apps are more then mine ?

What google services are installed in your phone like I have the all basic services, even I disabled google feed for the sake of this, still it is not working.. under the hood I am unable to understand what is actually going on

I only use Google assistant, chrome, playstore, and maps when traveling.
I think you should off certain things like
discover from home screen & Google app
Auto-updates.
Btw. Even if it take 1-2 battery battery does it really matter? It has to work with almost every thing in your phone and still consumes 1% of battery . I think it's optimised enough and consume battery as per usage of user.

If it consumed less than or equal to 1 percent I am ok with that but it is racing more than 1 percent.

0.1 % really a big number I see. Why don't you go to court to resolve this huge matter. Maybe Apex court can help .
Enjoy the life man it's already short . Stop worring about 0.1 battery of your tool.
