Open Samsung message app and go to settings by three dot menu and go to 'Chat settings' and tap 'Agree' blue button...

Now check again this option (Advanced calling and messaging) live or not....

It needs some time... Please open Chat settings (in samsung msg app) after some time and check It's live or not. If it's live, then check this settings (Advanced calling) live or not...
