How to use wireless keyboard and mouse with note 9 while using DeX cable to connect the note 9 with tv/display?

its not supported i guess, the screen when connected to dex can be uded as a touchpad

You need "bluetooth" keyboard and mouse... Not the regular wireless keyboard... And then you can connect via bluetooth.
