I don't know why I am the only one my phone becomes unresponsive laggy while charging  is that normal

this is not reset dear, don't reset now, just wipe cache partition and reset settings, (not reset/format)

I have S10 plus, and I experience the same.
its due to earthing issues in the house.
While charging via charger the phone lags, touch becomes unresponsive.
But when charging through a power bank, this issue is gone.
Chargers don't have earthing pin, so if your earthing is faulty you will experience this.
