First of all your query doesnot have logic. you cannot put of wifi or mobile data for individual app. if you put off it goes off for the mobile as its hardware based. if you have issues with particular app, disable the app.
I Used that feature in MIUI ( turning off Wi-Fi OR mobile data for individual apps) before switiching galaxy note 10+ that's why i asked it also there in one ui or not
You can disable mobile data at background for particular apps by following the procedure Settings->Apps->"Particular app"->Mobile data->Disable "Allow background data usage "
