Google play services and play store are draining my battery. I have also done a factory reset. I don't have a lot of apps installed as I've done a factory reset. 3 google accounts, 1 samsung account, 1 whatsapp account. Sync and location are turned off.

please go to each app settings and stop back ground activity both for battery and data, after that you will noticed the difference

Can I change background activity limit and kill background apps in developers options? Will it be equivalent to this method, cause doing what you recommended is a tedious job.

but still I suggest you go to each app specially which shows more battery consuming, directly long press on each app, then click on "app info"then go battery where you will find one option " allow background activity " simply do it off, then go to 2nd option which is "mobile data" then go to " allow background data uses"
i also attached screenshot
I am sure after that you will get noticeable difference.

if you leave on battery settings like medium or optimised settings then it will work according to your uses patterns it will take time,
now do as your wish
bye

Yes did what you suggested and it's really working for me, I've turned all the background activity off but still somehow play services run in background all the time.
