Unable to load Google accounts

Remove account and again add it.

To add it, when I clicked on plus sign it doesn't add

Go to settings》accounts and backup》manage accounts》remove account and again add it.

In manage account at bottom u will see add account

I'm getting following message : Remove account
This change isn't allowed by your admin.
OK
