Screen issue

I'm having galaxynote 9 exynos , I'm getting horizontal lines with discoloration when it is on low brightness 😑

Can anyone tell a solution to it.....

This is after using Oled saver app or pwk app for temporary solution
Although using those apps still having problem while playing vedioes , the background is not clear
