I want to buy note 9..but when i read about samsung's attitude towards os updates i get confuse....should i buy note 9 or continue with my iphn 7 +?

If you expect faster os updates then you should wait Google pixel 3 or one plus 6t. If you don't care about update but need a best display in market and best hardwares then choose note 9, yes Samsung take more time to push os updates as it has to customize it's UI on os, so ya it takes time.

I can't understand why some people are behind OS updates. If its for the new features, then please note that most of the new features in new Android have been present in Galaxy smartphones long back.

examples: multi window, screenshot options, etc.

if your that person who gets satisfied only by seeing new firmware updates then Samsung won't be a right choice.

The phone which gets the most updates ie Pixel 2XL still has lagging issues. You may see the videos from popular YouTubers like Pocketnow (today's Pocketnow Daily), mkbhd (on why he doesnt use Pixel 2).
Lots of updates doesn't mean it's better!

If you're looking to move out of iOS then there isn't a better all round phone than Note 9. Even this year's pixel is not gonna be all round. (it might have a marginally better camera)
