I have a 45 watt charger for my Samsung Note 10 plus. But still it takes 1 hour 30 minutes to get fully charged from 0 to 100.

-The ambient temperature plays a big role.
-Usually mobile phones will get heated up while charging & fast charging will make more heat. so, to counter the heating issue your phone needs to be in a cooler circumstance. If the room temperature is high (< 33⁰c) then there's no chance to conduct the heat produced while charging.
-SO TO REDUCE THE HEAT PRODUCTION THE PHONE ITSELF PULLS DOWN THE CHARGING SPEED.
-(Samsung also mentioned that fast charging works properly between 10⁰c and 40⁰) In this hot summer usually your phone's battery temperature will be around 35⁰c and while plug in your phone will charge fastly for just few minutes (< 5 mins) then the battery will catch up the heat around 38⁰ - 40⁰c and your device pulls down the charging speed.

FIXES
1.Charge your phone in air conditioned room by keeping the room temperature around 25⁰c
2. Or if you don't have A/C then use a wet cloth (dip a cloth fully in water and squeeze it well) , wrap around your phone and plug in the charger by keeping under a fan.
