Wake up notification

Why is not wake up notification in this device? I got only notification sound when display is off or locked why is not blink display for a second when get a notification?

Search 'flash notification' in Settings, now go to inside it and turn on 'Screen flash notification' option...

It's only working when display is on. If I enable this setting and lock my display then it's not working. getting only notification sound
