Why am not able to turn on usb and wireless debugging?

Thats why it is turned off default to secure your phone. Wait for stable version.

I think your phone software is in testing version and not stable or beta version so file transfer may be locked

Problem solved, it was happening because I turn on auto blocker in security settings..
